Speaker of parliament of Uganda Anita Among has revealed to parliament that President Yoweri Museveni ordered that the forensic audit report into the Shillings 60Bn money heist at Bank of Uganda be handed over to Police’s Criminal Investigation Department for further management, due to the incriminating evidence unearthed by the Auditor General into the scandalous transaction.
During the Parliament plenary sitting on 09 January, the speaker of parliament Anita among revealed that the office of the auditor General had concluded forensic audit in the corruption scandal and the report had already been handed to her.
She however said that according to the forensic audit, the ingredients in the report were of criminal nature and that with consultation with President Museveni, they agreed that Criminal Investigations Department handles the report for further management and after report back to parliament.
However, a section of Members of Parliament led by Tororo North MP Geoffrey Ekanya and Ndorwa East MP Wilfred Niwagaba protested the decision by both Speaker and President Museveni handing over the Bank of Uganda Forensic report directly to Police, instead of having it scrutinized by the relevant Committees of Parliament before such a decision is taken.
“The Rules mandates you and the Chairpersons of Classified Committees to handle any matter that are of criminal and security nature. I am not privileged to the report that has been laid regarding Bank of Uganda but I would have thought that by exercising your power that report would have been handled by the Committee that you chair, that is the Classified Committee before it is referred for proper management,” stated Ekanya.
Hon Winfred Nuwagaba, the Shadow Attorney General said; “I thought this was a report of the Auditor General, which report would ordinarily be passed over to the Committee of this House and which Committee would come up with the report itself, and which report would be debated by this House and which House would either decide to forward the main report of the Auditor General to the relevant investigating authority,”
