Obua Outlines Historical, Legal and Economic Importance of Parliament Sitting in Gulu



The Government Chief Whip, Denis Hamson Obua on Wednesday outlined the deliberate historical, legal and economic importance of Parliament sitting in Gulu at Kaunda Grounds.

Obua stated that it was the first time that Parliament convened outside the Capital City Kampala since the post and pre-independence history of Uganda. He credited the milestone to the Speaker of Parliament, Rt. Hon. Anita Among.


He observed that the framers of the 1995 Constitution envisaged a situation where the presiding officer would take Parliament to any part of the country within the territorial boundary. Hence, Gulu sitting operationalized Article 95(2), which says Parliament shall be held at such a place and time within Uganda.

Economically, the Government Chief Whip remarked that the Gulu sitting is a big boost to the Gulu City economy and the entire north since over 10 committees of Parliament were weeks earlier deployed in West Nile, Lango, Acholi and Karamoja sub-regions.


He also thanked H.E. President Yoweri Museveni for accepting to come and address Parliament and by extension the Country under Article 101 of the Constitution of Uganda.


Obua emphatically concluded by noting that the Legislature derives its powers from the people and it is in order to take its sittings to the people.


The president is meanwhile expected to be at the Kaunda grounds where Parliament of Uganda is sitting for this whole week.


Members of Parliament from the Northern Region of the country expect the president to issue implementation orders in regard to the challenges raised and go by the recommendations of the committee reports.
